The new caretaker government of Bangladesh has set some new rules under the state of emergency, curtailing political activities and detailing some guidelines for the media.

The Emergency Powers Rules 2007:

1. withdrew the bar on people's right to seek through writ petition and redresses of infringement of fundamental rights not related to political issues.
2. empower the government to arrest or detain any person or restrict entry, departure, stay or movement of any person to prevent him from activities harmful to relations with any foreign country or in public interest, according to sources in the home ministry.
3. prohibit acts intended to create panic and malice against the government and any act that affects the country's relations with other countries.
4. prohibits activities intended to create animosity, hostility or hatred among different sections of the society.
5. proscribed acts against the state and public security, against economic life and law and order, and obstructing supply of essentials and services.
6. relaxed the ban slapped on filing new writ petitions and proceedings of any pending writ petition seeking redresses of infringement of fundamental rights.
7. allow a person to file a writ petition seeking enforcement of fundamental rights that did not relate to political issues.
8. The High Court will be free to resume proceedings of pending writ petitions relating to fundamental rights which do not concern political issues.
9. detailed some guidelines for the media on publication and airing of news reports which could harm public security, law and order, supply of essentials and services.
10. The government can control or block any message or news through postal service, radio, telegram, telex, fax, the internet and telephone.
11. Unscrupulous trades like hoarding, profiteering and black market selling of essential commodities will be prohibited under the emergency powers rules.
